I think there is some confusion surrounding why you think this issue is blocked by #5 (via the context provided in #24). Also, is it necessary to create a separate ticket for this? The reason why I ask is that it looks like this ticket is just the continuation of #24 - would it not be more appropriate to reopen #24 to keep things in context?

Given the fact that #5 has been closed down, I think we need to clarify what the actual problem is here.
If I understand your issue, what you want is to be able to start a new session and immediately see old differences. If this is the case, then the reason why you would not have outstanding conflicts is because they're aren't any yet in the agent. So the solution to this to have a way to create conflicts, which we already have in a number of ways. Probably the easiest way for you is to somehow iframe-ize the web participant demo so that you can craft your own conflict scenarios. I would be happy to discuss this via Skype should this approach not be clear.
