Versions are excluded from unmatchedVersions query when they have missing sets

When an unmatchedVersions query is executed and a participants values aren't present (eg, only the upstream has a value for it), and the opposing endpoint (eg, the downstream) has a set value, then the value won't be returned by the unmatchedVersions query.

If the part isn't present, then it should allow some queries to return the result even though the constraints aren't matched.
