Stub out the mail API

It would be good to be able to stub out the Java mail API so that we can verify the notification in the integration tests without having to run a mail server.
This would test the functionality implemented in #16.
Also it would be good to be able to have a dummy mail transport for the standalone agent package because you are unlikely to want to emails in this deployment scenario.
