Manually invoke escalations for a pair

Before #375 landed, the behavior of escalations was that a when the correlation store was replayed to the diff store, each mismatch would be propagated to the EscalationManager and hence every mismatch would get escalated. #375 reduced the scope of the replay to only those mismatches that hadn't already been recorded in the diffs store with their latest state. This means only new mismatches will get escalated, which is the desired behavior.
However, it would be good to be able to invoke escalations for a pair as a REST call. This would allow a user to manually propagate escalations for all mismatches. As an extension a date range predicate or even an attribute predicate could constrain the scope of the escalation.

Are they really escalations if you execute them manually? I think we could achieve this with a bulk-repair operation - whereby you can select an operation, and then tell it to apply to all.

As I wrote this, I was thinking that the way gmail works would be a
good metaphor for how to apply bulk actions, which would then obviate
the need for this ticket in its current form.
