Arrows only work for a limited range of time

If data is too old (or too new), then the arrows disappear and the swimlane is marked as empty. This is because the data from the server doesn't contain enough information to infer the arrows properly. The data from the server should be changed such that it indicates how many items are outside the range of the zoom, possibly also indicating how far to the next nearest blob (to provide the data necessary to service #313.
