Repair actions as arbitrary HTTP requests

We will drop support for invoking actions via AMQP-RPC. Instead, the definition of a repair action will include an arbitrary HTTP URL. The agent will issue a POST request to the URL to invoke an action.

Overall this is quite good, especially the Restlet plumbing. I've made some remarks on the pull request -> re-opening

Regarding what we discussed about the agent following redirects, it seems this is the default behaviour for the Apache HttpClient.
