Remove Invoke from diffa-dotnet's participant interface

Invoking repair actions will no longer be done via AMQP-RPC as of #256. Since the URL for an action will be arbitrary, actions become irrelevant to the IParticipant interface, because actions may be invoked on a system that is not a participant.
