Deprecate tools module

The functionality in the tools module is no longer used, so the REST stubs should be moved into the agent and the module should get deleted.

- Moved the REST clients into the agent test source tree
- Participants Web module POSTs a diffa-config.xml rather than using the ConfigurationRestClient
- Deleted tools module
- Moved amqp-changes-test module into the agent test source tree because it uses the DifferencesRestClient (to a useful end) and I didn't want to bring that dependency out of the agent. Also, it eliminates a further Maven module.
