Updating the config can take a long time

When the agent is in the middle of a large sync, updating the config can take a very long time to complete. This operation should return as soon as possible, either by failing fast or by interrupting the current sync. Potentially the ability to pause and/or cancel a sync would be useful functionality.
This issue may depend on #207 landing first.

Can this be achieved by adding say
def cancelScans(domain:String) : Boolean
to the PairPolicyClient?
