Elements in a set category should be queried individually

Currently set constraints are sent out in query requests in a batch - to smooth out the load on a participant, these should be sent out individually.
(There was a thought to make this configurable - i.e. to be able to specify in the config whether or not the entire set could be sent at once, but for now, it is probably simpler to just offer individual dispatching).
