A number of issues have arisen whereby Diffa doesn't deploy/boot cleanly under Tomcat.

(from [44536f2ba7d1b74c342e3882a3e05e4db7573a80]) [#182] Tomcat/production deployment compatibility changes: - JsonAmqpMessagingRegistrar can run immediately - it doesn't need to wait for assembly completion; - Introduce second phase of onAgentConfigurationActivated; - Remove DefaultPairPolicyClient in favour of merging it with PairActorSupervisor; - Make Lucene index a application environment option, instead of a soft-db one; - Default dialect is Derby, not SQL Server; - Make pair syncs run asynchronously, and only return their result via logging; https://github.com/lshift/diffa/commit/44536f2ba7d1b74c342e3882a3e0...
