Introduce actor supervisor

Ticket #137 introduced an actor to protect the (not thread safe) version policy. This is fine, but it would probably be a good idea to rename the resulting PairActorSupervisor into a manager and make the resulting manager into a true supervisor with a restart strategy. This is also related to #141.
