Link row hover to blob hover

This is so appropriate supernova appears when you hover over a row.

- Milestone order changed from “36” to “0”
So row hover should not cause the blob to be selected.

- State changed from “new” to “resolved”
(from [4dd5ef7ce77cabd6209af93f1395b33eddd0de0f]) Row hover and blob hover linked so either causes supernova. As it happens, this has meant that the hover and select event handling code has been simplified and made simpler to extend and read.
