Investigate 2L caching

We should turn on 2L caching in Hibernate.

- State changed from “new” to “resolved”
- Milestone cleared.
- Milestone order changed from “107” to “0”
I made each current entity in the Hibernate cacheable, as they are all read mostly. The cache provider is ehcache and there is no specifc ehcache configuration, so it all falls back to ehcache-failsafe.xml -> resolving
