Allow downloadable adhoc reports

As part of #404, we introduced reports that could be send to a HTTP endpoint. It is likely that in some scenarios it would be desirable to execute and download reports immediately.
To achieve this, we'd need:
- The report manager to support executing adhoc reports, and store them to a local temp file;
- A UI for configuring report details;
- A REST endpoint for receiving an adhoc report detail, dispatching it to the report manager, and streaming the result file out;
