More intelligent zoom requests

#341 introduced the ability to retrieve a time bound range of tiled events for a given zoom level. However, the UI maintained the old behavior of requesting events for a global fixed time range (approximately 7 days). This was primarily because it would otherwise have to return all events in the entire history, which may never actually get rendered on screen. This would have been an unnecessary expense.
Hence it would be good for the UI to request tiles in a more intelligent and dynamic fashion. The UI should only request tiles that it actually intends to render. When the heatmap is panned, the UI logic should adjust the request time bound accordingly.
