Action URL could contain domain and pair keys

It should be possible to configure an action with domain and pair key place holders that can be substituted at run time with the dynamic parameters, in the same way that the entity id is substituted. If no place holder is present in the configured URL, no substitution will take place.
For example, you could construct a URL like this:
http://my.compa.ny/diffa-participant/{domain}/{pair}/yada-yada/{id}
If any of those place holders were present statically, they would get replaced at runtime by the respective runtime value. If no placeholder is configured, then no substitution is performed.
I guess it would be nicer if the specific endpoint information were available, but I just wanted to keep the scope of this ticket small.

In light of the discussion around actions being pair-local (and this information therefore being known to the configuration author), is this still necessary?
