Maven archetype for changes handler webapp

Implementing event format mappers for Diffa's changes handler is currently a fairly heavyweight thing. To reduce friction for developers, we need a Maven archetype that sets up a template project.
The template project, when built, produces a WAR that should run independently of Diffa. When it receives an application-specific change event (via AMQP or HTTP) it converts the event into Diffa's internal format and sends it to Diffa via HTTP.
