Improve test coverage of agent resources

There is currently very little coverage of the REST APIs that are provided by the agent in the automated test suite - the tests invoke only what they need for the rest of the behaviour testing (which is mostly done via the config upload endpoint). This can lead to JS errors being the first time that we see broken resources.
