Move non-session scan calls to ScanningResource

The calls to
- /sessions/all_scan_states
- /sessions/scan_all
should be moved to the ScanningResource and the underlying calls on the SessionManager
- retrieveAllPairScanStates
- runScanForAllPairings
- runScanForPair
should be moved to appropriate locations, e.g. a scan manager that has a reference to a PairPolicyClient to kick scans off and also registers itself as a PairScanListener.
