Ignorable differences

It would be handy to be able to ignore certain differences. Valid use cases for this could include:
- There are known differences that are irreparable yet do not really affect the health of the system;
- There are entities in one participant that cannot feasibility be filtered out by a QueryConstraint, but these entities need to be excluded from any scan results;
So the idea here is to introduce the ability to mark a certain difference event as ignored. Ignorations could be created either:
- Manually via a button on the heatmap UI;
- Via the REST API as part of a scripted configuration of a set of items that should be ignored
We should also build in the ability to:
- List all ignored items by pair;
- Retrieve a session event by key, even if it is ignored;
- Un-ignore a session event by key;
Note that this probably requires #294 to land first.

There are a few follow-up tickets we should consider raising (if we feel they might be valid features):
- UI option to show ignored differences (the backend can serve them, but I'm not quite sure where the best place to put the option would be);
- UI button to unignore difference (REST api supports it, but if you can't see a difference, you can't unignore it);
