Repair options button gets rendered multiple times

With a high latency of retrieving content and and actions, the repair action button can get rendered multiple times (I have seen up to 10 times). This appears to be because the actionListContainer is being appended to during the rendering routine - this should probably clear the list instead of just appending to it.
