Expose agent configuration on settings page

It should be possible to visualize and configure all of the
agent's
parameters such as pairings and constraints via the settings page.
It
might be an idea to sketch out what this look like with something
like
Balsamiq first though. We will probably need some of model
(e.g.
Backbone) to bind the config to. Since the type of configuration
is
not going to be a global update, the update calls should use the
more
fine grained declare* calls.
