Pre-configure a pair-scoped action in the Participants Web Demo

As of #223 it's secretly possible, when running participants-web, to add a pair-scoped action with id "resend-all" which will invoke successfully (but not do anything).
This ticket will encompass pre-configuring a pair-scoped action in the Spring config, and making the action do something noticeable.
