Make CSS more maintainable

Currently the UI is quite difficult to maintain the UI because of the way it is factored:
- The Grid layout is hand written - we should look at using a framework such as Blueprint to sort this out;
- Do we need so many CSS files in the source tree? Can we cut down on the number needed by refactoring this and/or introducing something like SASS to pre-compile them?
- There seem to be a number of attributions in the source code - how many of these are actually necessary?
