GitHub downloads 403 errors

If you're not logged into GitHub, it seems you can browse the downloads page at https://github.com/lshift/diffa/downloads but you aren't allowed to download the files.
This is a problem if GitHub is the only place to download Diffa binaries, so we should either try to resolve the issue with GitHub, or find an alternative place to host binaries.
