diffa.properties not set for zip package

The diffa.properties is not being set correctly for the release package. When the agent from the zip package is booted, the following error occurs:
org.springframework.beans.factory.BeanCreationException: Error creating bean with name 'org.springframework.jndi.JndiObjectFactoryBean#4fc64ed8' defined in ServletContext resource [/WEB-INF/applicationContext.xml]: Invocation of init method failed; nested exception is javax.naming.NameNotFoundException; remaining name 'diffaProperties'
