Bucket the blobs in constant buckets

At the moment, the two minute intervals blobs are bucketed into changes every refresh, since they are calculated backwards from NOW. This has the affect of moving blobs between buckets. This is confusing for the viewer, so change it to start the buckets at the nearest x minutes, according to the INTERVAL_MINS constant.
