Matching manager could be replaced by filter predicate

Now that we have persistent differences, the matching manager isn't as necessary as it was originally. To filter out differences that that may still be in motion, we could simply filter for those in the difference store that were created or updated less than x minutes ago (ie, whatever the matching timeout is).
