C# Support for HTTP Scanning

To complement the changes in #251, we'd like the C# Diffa library to support the new scanning interface via HTTP. This will be in addition to the existing functionality supported over AMQP, and once we've completed #220, we'll raise a new ticket to deprecate and remove the AMQP channels (and remove any redundant code paths within the C# library).

This is implemented now, using WCF. The implementation of some of the constraint/aggregation pieces isn't ideal, since we're still supporting the old API too for the meantime. But once we deprecate and remove that, the library will be significantly simplified.

QA remarks addressed.
Support for Prefix constraints/category functions wasn't in the library, but I've added it now for completeness.
