Scan status update in the UI

#207 introduced the FeedbackHandle, but the status update is an unimplemented feature. It would be cool to for the the UI to display the last current scanned object rather than just "Scan In Progress" - this would be a rough approximation of a progress bar.

Ready for QA.
The design is rather different from that quoted above, since it turned out to be a better idea to implement this as a separate component that tracks diagnostics. Also, given the increased complexity of the settings page, this ticket includes porting it to backbone.js.

Some followup tickets need to be created to address the
- layout of the log view (i.e. de-scala-ize it) -- #282
- size of the pair buttons -- #283
- style of the action buttons -- #284
- parse the http response to actions correctly to strip any potential HTML that may be contained in it -- #285
- appendActionButtonToContainer in diffa-common.js needs to be backbone-ized (when depends in turn on backboning the heatmap page) -- #286
- DB-back the DiagnosticsManager -- #287
