Move pure scanning related REST calls to ScanningResource

The ScanningResource was introduced as part of #207, but it only contained the newest added call. Given the changes made here, it is probably a good idea to move all REST calls that don't require differencing to this resource. Potentially this involves deprecating the DifferencingListener interface in favour of an internal implementation within the SessionManager, but this may a separate ticket - see #243.

The DifferenceResource no longer has scan calls - they are all currently being dealt with by the scanning resource.
