Implement mail notifications

We need to implement some kind of email based notification that has a URL to the conflict in the UI. These should not be sent out for each conflict, rather there should be some kind of buffering that doesn't flood end users with notifications that they then ignore.
This can be implemented as a separate component that subscribes to the streaming API of the session manager and maintains a last notification time for each of the email users that require notifying.
The URL of the link should come from a property rather than the context.

This is pretty much done, but there is a bug still in the rendering phase when the whole things is in run in Jetty :-(

Good question, it's not very ergonomic ATM, but if you check out the
users resource in the REST API, you can add a user. Each registered
user will get notified once every half hour by mail. -
